ZARAGOZA COMMUNITY


Ayto. Zaragoza
: The “Ayuntamiento de Zaragoza” is the local government of the City of Zaragoza and its metropolitan area. The leadership of the Spanish community within this project is assumed by the Ayuntamiento at the highest level, by the City Mayor, Mr Juan Alberto Belloch Julbe. Co-ordination of the project is delegated to Mrs Maria Dolores Campos Palacio, Spokesperson of the municipal government with particular responsibility for the Environment, acting in this project through the Director of the Environment service, Mr José Ignacio Urraca Piñeiro Fuster and the Head of the Environment Service; Mr Javier Celma. The Environment service is well placed to coordinate the project as it has influence and competence across all realms of municipal activity and, with the commitment of the Mayor, will be well placed to ensure that the demonstration potential of the project is achieved and disseminated. The coincidence of the project timetable with the Zaragoza bid for the 2008 Expo is viewed with great interest from the Ayuntamiento with a view to exploiting synergies for the promotion of sustainable development.

SMRUZ
: Originally founded as The Municipal Housing Institute in 1953, this organisation has changed name though not function several times before, in 1997, becoming The Zaragoza Municipal Society for Urban Re-generation and building development (La Sociedad Municipal de Rehabilitación Urbana y Promoción de la Edificación de Zaragoza, S.L.). The objective of the organisation is to improve the efficiency of municipal activity related to urban re-generation, housing, public buildings and urban development, in order to achieve the integrated refurbishment of degraded urban areas. A consequent objective is to reduce the sale or rental price of the resultant building land and resultant buildings.

ECOCIUDAD VALDESPARTERA ZARAGOZA S.A. (EVZ):
EVZ S.A. is a mixed capital, company constituted in February 2002 with public and private shareholders: City of Zaragoza 60%, Diputación General de Aragón (20%) y Savings banks (20%). The objective of the company is to undertake all the necessary urban development related to the Valdespartera site in order to develop land for the construction of, predominantly social, housing.

The Ecology and Development Foundation (La Fundación Ecología y Desarrollo) is a non-for profit organisation working since 1992 to contribute to sustainable development by means of the creation of economically viable, socially equitable and ecologically sustainable alternatives. Founded in 1992 with a clearly pro-active vocation working with a global perspective of the problems to be tackled and ensuring that these are approached from a multidisciplinary perspective. The organisation works by establishing communicative and collaborative relationships with all the key actors necessary for environmental change, participating in debates within society and aiming to influence decision makers and social, political and economic leaders so as to achieve social change. Activities involve the development of reports and publications, management of demonstration projects, organisation of courses and forums of debate in all of the following areas: Energy Efficiency, Renewable Energy Sources, Efficient use of water, Corporate social and economic responsibility, waste management and international cooperation for sustainable development.
The foundation has won many awards for its innovative work from prestigious and diverse organisations such as the United Nations (Habitat II award, 1998), the Fundación Ford-España S.A. and the Spanish association of direct marketing (Asociación Española de Marketing Directo).

ENDESA Dist / ENDESA CyR (ECyR)
: The ENDESA group is one of the world’s largest private electricity companies with a total of 42,000 MW of installed generating capacity, 133,600 GWh of distribution capacity and more than 20.5 Million clients in 12 countries. It posesses 20” of the Spanish market fro co-generation and RES, participating in installations with a total generation potential of 1,895 MW. ENDESA’s contribution to RENAISSANCE in focussed on two areas: (1) an investment in RES at the community level (1.6 MW of wind power) by ENDESA Cogeneration and Renewable (CoR) and (2) the development of installations to permit telemetric hourly, monthly and annual monitoring of the community energy performance, both consumption and production in Valdespartera and Picarral by ENDESA Electricity Distribution (Dist). This work will be undertaken in collaboration with the University of Zaragoza. The benefit for the company will be in terms of both marketing and technical innovation, providing valuable data in the emerging liberalised market where distributed generation, demand management and client loyalty are new key factors in the business. The collaboration with the University and the collaboration framework already established in Valdespartera, linking utilities, climate data and local information will allow the development of a powerful learning tool that will be exploited bith within and beyond the bounds of this project.

University of Zaragoza (UDZ)
: The Energy and Buildings group of the UDZ is a research team that led the successful Thermie project 178/1995, “Urban Planning Barrio Goya”. This project involved a social-housing urban development of 3,600 bio-climatic homes in the North of Zaragoza. This team, led by Prof. José Antonio Turégano has been responsible for assessing the Town Planning Department of the Ayuntamiento de Zaragoza in the development of energy criteria for the Valdesapertera development plan. In the renaissance project, the work of the UDZ will be focussed on the measurement of the microclimate in Valdespartea before and after the construction so as to compare real with predicted data for the beneficial effects of bioclimatic or RUE urban planning. The team will also be involved in the planning of monitoring systems throughout the project and the subsequent treatment of data for use in training and dissemination in addition to the obligatory analysis of performance results.

CENER
: CENER is the National Centre for Renewable Energy, a pubic foundation founded by the Government of Navarra, The Spanish Ministry for Science and Technology and the Centre for Energy, Environment and Technological Research (CIEMAT). It is an technological centre dedicated to the support of Research, Development (R&D) and Innovation activities of companies by means of the supply of technological services or by undertaking R&D and consultancy projects. The technical area of CENER is divided into four distinct departments: Photovoltaic, Wind, Biomass and Bio-climatic architecture. CENER is involved in RENAISSANCE in the study of an emblematic building in Valdespartera, specifically in the construction of a Commercial building in the third phase of the Valdespartera project. The work of CENER will be coordinated by Sr. Manteca González, head of the Bio-climatic Architecture Department.

URBIC
: URBIC Engineering and building consultancy is a private company (a SME), specialised in energy efficiency, renewable energy and building installations. The Director of URBIC, Sr. Juan Carlos Perica Gambra has worked for the University of Zaragoza Energy and Buildings team and has also been responsible for the Bioclimatic Architecture Unit of the Aragon Government. Sr. Pericas has been responsible for the technical calculation of the measures proposed in Zaragoza within the RENAISSANCE project and will act as technical consultant to the main construction partners in aspects relating to high-energy performance.

University of Barcelona (UB)

The University of Barcelona (UB), European Group for PV System Development (GESP). The University of Barcelona is ranked the first Spanish University and the twenty-third European institution in scientific quality and productivity. The UB develops all its activities related to the research in Europe through its European Research Projects Office, a unit dedicated to the promotion of EC programmes with the participation of UB researchers. GESP will provide project management services to coordinate activity between local Spanish partners and between the Spanish consortium and the other communities based on of experience in European Energy demonstration projects in the fourth and fifth framework programmes. In this way GESP will contribute know-how and gain knowledge in the innovative integration of sustainable urban energy systems.

The Greater-Lyon Urban Community (Grand Lyon)
: As the capital-city of the Rhone-Alps Region, which is at the peak of sustainable energy development in France, the Greater-Lyon demonstrates through its direct participation in this project its will to make environment-friendly urban and building design a major axis of its commitment toward sustainable development. Drawn out from lessons learnt through the previous EC program RESTART, they intend through RENAISSANCE to upgrade, accelerate and generalise the highest energy standards for all new and retrofitted construction operation in the 1.2 million inhabitants area under their responsibility.

SPLA Lyon-Confluence (Lyon-Confluence)
: This local public/private limited company has been established in 1999 on the joint initiative of the City of Lyon and of the Greater Lyon Council, in partnership with public and private stakeholders interested in the development project of the Confluence. The shareholding gathers public and private operators recognised for their know-how and their skills in financial engineering of urban development (Greater-Lyon Council 26.25%, City of Lyon 26.25%, Rhône District 5%, CDC national public bank 10.83%, 6 private banks 30%, others 1.67%). Their involvement in RENAISSANCE will secure the 1 200 000 m2 to be built in Lyon-Confluence during the next 30 years to follow the highest RUE and RES standards.

Hespul
: An internationally recognised not for profit organisation specialised in RUE and RES promotion through educational, technical and social activities. Firstly focused on grid-connected PV through numerous EC-funded projects under the 4th, the 5th and the 6th RTD framework programs and through the participation in AIE PVPS task 10, Hespul’s activities are enlarged since 2000 to all RUE and RES technologies, as the Energy Information Centre of the Rhone District, a 200 000 inhabitants rural area surrounding the conurbation of Lyon, with the support of main public Authorities in the area.

Agence Locale de l’Energie de l’Agglomération Lyonnaise (ALE)
: ALE is the local Save Agency created by the Greater-Lyon in 1999 within the SAVE II program of the European Commission, with premises located in the city centre of Lyon. Its main partners of the agency are the Greater Lyon, ADEME, the Rhone-Alps Regional Council, the other Energy Information Centres and Save Agency in Rhone-Alps and France.
The objectives fixed for ALE are:
-  to take part in the improvement of the public and private housing stock,
-  to improve energy quality of social housing,
-  to promote the rational use of energy in transport,
-  to encourage awareness of rational use of energy and to encourage renewable energy sources in the residential sectors;
-  to take part in the training courses of RUE, on sustainable quality of buildings. The agency has been established as a non-profit making organisation with its own decision making body.

INSA de Lyon - CETHIL (CNRS/INSA/UCB Lyon1)
: the Thermal Centre of Lyon (CETHIL) is a French Scientific Research National Centre (CNRS) Joint Research Unit (UMR 5008) and an inter-establishments laboratory of the National Institute for Applied Sciences (INSA) and of the Claude Bernard Lyon 1 University (UCB Lyon 1). It is a research and educational laboratory specialised in thermal sciences applied to buildings and construction.. Its main areas of competence are for building energy and internal comfort modelling and performance measurements. As leader of a University partnership involving several main public laboratories in France on these topics and in Australia (see § sub-contractors), they are also developing competencies on indirect (thermal) effects of build-integrated PV and hybrid thermal-PV solar energy.

: ENERTECH, directed by Olivier SIDLER, senior engineer, is a consultancy team specialised in building energy management studies.
Technical fields of skill: thermal and photovoltaic uses of solar energy, energy efficiency of systems and envelopes, demand-side management.
Undertaken missions: building design and engineering, technical support to stakeholders, studies and research. Specialist in measurement campaigns, ENERTECH owns several thousands of measuring devices, and has at its disposal on of the most important databases in the world concerning power consumption in the residential sector.
